Licenses & Permits

All application forms must be completed and submitted to the Municipal Clerk-Treasurer at the Village Hall for approval. Failure to abide by guidelines, Village Code of Ordinances, State and Federal laws may result in penalties and fines. The Board meets on the third Monday of each month.

 Amplified Device Permit

Village Ordinance Section 11-2-5 states it shall be unlawful for any person to make, continue or cause to be made or continue any loud and unnecessary noise. The use of loudspeakers or amplified devices on the streets or in the parks of the Village of Turtle Lake is prohibited unless the party desiring to use such loudspeaker or amplifying device first obtains a permit from the Village Board. 

 Building Permit [WI Building Permit Application]

Submit a WI Building Permit Application for building of any structure (i.e., house, garage, shed, deck, etc.) either to the Municipal Clerk-Treasurer or submit online directly at the Building Inspectors website (see below for link).

Any NON-structure, (i.e., re-roof, siding, window or door replacement, fence, etc.) please submit the Building Permit-Non-Structural (not the WI Building Permit Application) and submit to the Municipal Clerk-Treasurer. Questions can be directed to 715-986-2241, Extension 2 or 5.

Notes for the WI Building Permit Application

  • Please allow yourself time - no project should be started prior to receiving an actual permit! If a project/job is started prior to the issuance of a building permit, the permit fee will be doubled.
  • Have your Parcel # ready - you can obtain this from your real estate tax bill, the county websites or contact the Clerk to assist you.
  • Have measurements and dimensions ready - this information is required on the application.
  • Have a drawing of your project to submit along with your application.
  • Construction projects must be in accordance with the Zoning Regulations for each property and conform to local, state and federal laws and codes. To verify Zoning Districts and Regulations on individual properties, please contact Village Hall at 715-986-2241, Ext. 2.

 Building Permits [Non-Structural]

A Building Permit Application is required to be completed for all non-structural projects (i.e., roof replacements, window or door replacements, siding, fence installation, etc. Any other project that involves structural changes requiring an inspection will need to complete a WI Building Permit Application or Commercial Building Permit Application. Please check with the Municipal Clerk-Treasurer to confirm which applies to you.

Construction projects must be in accordance with the Zoning Regulations for each property and conform to local, state and federal laws and codes. To verify Zoning Districts and Regulations on individual properties, please contact Village Hall at 715-986-2241, Ext. 2 or Ext. 5.

 Burning Permit

Within the Village Limits of Turtle Lake

  • During conditions where a burn ban is NOT in place, no permit is required for burning within a campfire ring, three (3) feet in diameter. No garbage or cardboard may be burned.
  • OPEN BURNING is NOT ALLOWED without a Burning Permit. Burning Permits are issued by select members of the Turtle Lake Fire District. Contact the Turtle Lake Fire Department for Open Burning Permits: Fire Chief Butch Helling

 Sellers Permit

An application for a Seller's Permit, (Direct Seller / Transient Merchant Permit) must be submitted to the Municipal Clerk-Treasurer at the Village Hall prior to the authorization of business dealings by such a seller. A permit will be issued to the seller once the application is approved and the fee is paid. A merchant cannot sell until a permit is issued.

Persons selling Agriculture products (sellers of self-grown produce such as corn, berries, pumpkins, etc.) are required to comply by submitting an application but will not be required to pay a fee for the application (this is at the request of the Police Department to assure community safety and acknowledge the whereabouts of persons in the area).

 Driveway Permit

A Driveway Permit is required for any gravel, asphalt, brick, or concrete driveway from any village street to private property. Review the Municipal Code, Village Ordinance Section 6-3-1 Driveway Permit(s). Submit the application to the Municipal Clerk-Treasurer or contact the clerk at 715-986-2241, Extension 2 if any questions. The clerk reviews the application with different departments such as Public Works and the Police Department to review for water or sewer lines in the ground area and traffic regulations or controls prior to issuing the permit. 

Note: Please do not begin your project until an actual permit has been issued! 

 Kennel License

Kennel Licenses are required for any resident that houses more than two animals of one species, dog or cat.  Licenses are valid for one year. License fees are $50 for twelve (12) of fewer animals, and $5 for each additional animal. All animals must be properly immunized and you must be able to verify proper immunization to local officials, current Rabies Certificates must be submitted with application. Kennel Licenses automatically authorize local officials to enter the licensed premise without warrant and inspect for license violations. Violations may be grounds for automatic revocation of kennel license.

 Mailbox Damage Claim Form

All Village of Turtle Lake snow plow operators try very hard to avoid mail boxes when plowing roads. However, weak posts or support brackets, rusted mail box components and improperly placed mail boxes could result in damage.   Mail boxes must be installed in conformance with postal service standards.  Please check with the United States Postal Service for installation requirements.  The Village of Turtle Lake will NOT replace your mailbox if it does not meet the USPS guidelines.  Heavy snow or slush causing damage will not be covered.  Only damage caused by the physical strike of snow plow will be considered for reimbursement. 

Claims may be submitted to the Village of Turtle Lake for reimbursement up to $50.00, with supporting documentation, which should include: a picture of the damage and receipt(s) for replacement materials.  Reimbursement is limited to material cost only. Installation costs will not be covered. Claims must be received by May 1st to be considered.

Claim approval or denial will be made by the Village of Turtle Lake Board during a regular board meeting.

 Park Reservation-Exclusive Use Permit

Permits are issued to either individuals or organizations with the ability to reserve one of the Village Parks for exclusive use, (i.e. fair, craft show, car show, benefit event, etc.). Submit the Exclusive Use Permit application to the Municipal Clerk-Treasurer.

Note: please allow time for the Village Board to approve this application - generally at their next Regular Board Meeting.

 Operator | Provisional | Temporary License

Operator's License: An Operator's License (otherwise known as Bartenders License) is an Operator’s License to serve alcoholic beverages at licensed establishments within the Village of Turtle Lake. Please complete and sign this form and submit to the Municipal Clerk-Treasurer at the Village Hall. Once your application has been approved by the Municipal Clerk-Treasurer and the Chief of Police, your license will be issued.

Provisional License: A Provisional License is used to allow bartenders to serve alcoholic beverages at licensed establishments within the Village limits of Turtle Lake.  A Provisional License is a temporary situation that is issued for a maximum 60 days and must be currently taking an approved WI DOR certified course. Once the certification is obtained the licensee must apply for and obtain an Operator’s License.

Temporary License: A Temporary License (also known commonly as "Picnic Licenses") and is used to serve alcoholic beverages at licensed establishments within the Village of Turtle Lake for a specific event and specified period of time and for a maximum of 10 days. Licensees must fall under the authority of a BONA FIDE NON-PROFIT ORGANIZATION as certain eligibility requirements guided by the WI Statutes for this type of license.  Sign Permit

Sign Permits are typically issued by the Village's Building Inspector if their is a structural base component to the design. Submit all applications to the Municipal Clerk-Treasurer at Village Hall who will process or forward the application to the Building Inspector, if necessary.

The Village Code of Ordinances regulating signs, Title 13, Article G - Signs, will be made available upon request at Village Hall. Prior to completing your application if their is a structural component you may contact the Building Inspector. Please review the Sign Ordinance thoroughly to determine how your project falls within the scope of the Municipal Code.

 Street Use Permit

A Street (Privilege) Permit is required to authorize the use of any public street for an event and specified use (i.e., a local event, street dance or parade). Submit the application to the Municipal Clerk-Treasurer so that it can be approved by the Village Board at their next meeting.
